Cambodia faced many challenges in the late 1990s after recovering from a long civil war and isolation. The country had to rebuild its economy, politics, society, and culture from scratch. One of the areas that Cambodia made remarkable progress was the ICT sector. By 2001, Cambodia had four mobile operators and the highest mobile penetration rate in the world, thanks to its embrace of a free market system and its collaboration with foreign investors and technology providers. However, Cambodia still lacked a clear regulatory framework and a strategic vision for the development of its ICT sector in the future, especially regarding allocating its limited spectrum resources. Therefore, Cambodia sought international expertise to help it design a roadmap for the growth of its ICT sector in the coming years.
TSC Global created a Telecommunication Sector Masterplan for Cambodia to foster the growth of the existing market and a transformative Business Plan for the incumbent state-owned telco operator—Telecom Cambodia. We collaborated closely with the ministry officials to develop a comprehensive Sector Masterplan that acknowledged the arrival of the digital world and the need for the sector to adapt its approach to providing long-term, financially and economically sustainable telecommunication and IT services to the Cambodian people – delivering lowest price and best quality to consumers. Additionally, our experts worked with the state-owned Telecom Cambodia to devise a Business Plan that would enable it to compete effectively in the dynamic and competitive market while fulfilling its social obligations and contributing to the national development goals
