Challenge

The government of Uzbekistan wanted to boost the private sector economy by making it easier for businesses to operate. They planned to do this by cutting down the red tape, creating a single point of contact for licenses and taxes, and reducing the number of state inspections. They also aimed to use e-Government to provide better and faster services to citizens and businesses by using smart data systems.


Strategy

We helped the Uzbek government improve their online services for business and property registration. We started by analyzing the current situation and comparing it with international standards. We then proposed new workflows that would simplify and speed up the processes, using automation and IT solutions. We also reviewed and drafted new laws to support the e-government reforms, and tested online prototypes for the priority service areas.


Transformation

We are proud to share the results of our project that aimed to enhance the quality and efficiency of public services in Uzbekistan. Through our project, we harnessed the power of e-Government and intelligent IT solutions to achieve the following outcomes:

  • We improved the delivery of government services by streamlining the processes, reducing the costs and time, and increasing the customer satisfaction.
  • We improved the services by introducing new online platforms, mobile applications, and self-service kiosks that enabled citizens to access public services anytime and anywhere.
  • We improved the accessibility of public services by expanding the coverage to rural and remote areas, providing training and support to local staff, and ensuring the inclusion of vulnerable groups such as women, youth, and persons with disabilities.
  • We improved sustainable community development by fostering the participation and empowerment of local communities, supporting the creation of income-generating opportunities, and enhancing environmental and social safeguards.
  • We improved transparency and accountability by strengthening the monitoring and evaluation systems, promoting open data and feedback mechanisms, and enhancing anti-corruption measures.
  • We improved Uzbekistan’s World Bank Ease of Doing Business metric in property registration and land registration by simplifying the procedures, reducing the fees and taxes, and increasing the reliability and security of the records.
