Mr. Third is a qualified agricultural engineer and manager with a Bachelor of Agricultural Science degree from the University of Canterbury. He has extensive experience in adult training and education, having served as the principal and vice-principal of New Zealand's leading agricultural and farm training institutes, such as the Lincoln University and the Taratahi Agricultural Training Centre.
He is known for his ability to collaborate and coordinate with stakeholders across value chains, his innovative ideas, lateral thinking and strong background in providing strategic advice in restructuring and resizing of government ministries and state corporations.
As the former national strategy manager for the New Zealand Ministry of Agriculture, Mr. Third led the reform of the Agricultural regulatory systems, including moving the regulatory system from one of historical inspection to a Hazard Analysis Critical Control Point (HACCP) system audit and spot inspection system. This system improved the efficiency, transparency and safety of the agricultural sector, while reducing compliance costs and risks.
During his time within the Ministry of Quality and Fisheries Management, he led the design and implementation of property-based Individual transferable Quota management, replacing the former limitation systems for Fisheries management. This system enabled the sustainable management of fish stocks, while increasing the profitability and competitiveness of the fishing industry.
He continues to lead the world in the design of regulation and conservation of wild species management, such as deer, possums and rabbits, using innovative methods such as genetic engineering, biological control and market incentives.
As the Strategic Business Panning Manager for a State-Owned Enterprise in the resource area, he succeeded in one year in turning the SOE from a $ 100 million loss into a profit of $ 4 million. A critical feature of his success was his comprehensive stakeholder management process that ensured change delivery with no time loss through work stoppages. He engaged with various stakeholders, such as unions, contractors, suppliers, customers and regulators, to understand their needs and expectations, and to align them with the strategic goals of the SOE. He also implemented various initiatives to improve operational efficiency, reduce costs, increase revenue and enhance customer satisfaction.
Mr. Third continues to advise Government and private corporations worldwide, developing innovative changes in the agriculture and fisheries sector, boosting output, and lowering costs through pragmatic solutions – ultimately contributing to a more stable global food security outlook. He has worked with clients in countries such as Australia, China, India, Indonesia, Japan, Malaysia, Singapore, Thailand and Vietnam.
